Abstract:Under the pricing model of bill of quantities, cost settlement disputes have become a key factor affecting the delivery schedule of construction projects and restricting market transaction efficiency. In current engineering practice, due to omissions in list preparation, missing contract terms, and non-standard change management, conflicts often arise during the settlement stage. This not only prolongs the project settlement period, but also easily leads to civil litigation, consuming a large amount of manpower and material resources from both parties. The article starts from the core source of dispute generation, sorts out the internal logic of dispute evolution, and constructs a full chain governance plan covering pre prevention, in-process blocking, and post resolution. It provides a practical path for the whole process cost control of construction enterprises, helps maintain the order of the construction market, and improves the standardization level of cost management.
