Abstract:With the continuous promotion of comprehensive management of urban water environment and the remediation of black and odorous water bodies, large-scale rainwater and sewage diversion transformation has been implemented in various parts of China, effectively alleviating the problems of direct discharge and overflow pollution of sewage. However, there has been a long-term tendency in the industry to prioritize construction over operation and maintenance, with increasingly prominent problems such as mixed connections, blockages, unclear rights and responsibilities, insufficient funds, and lack of supervision in the pipeline network. The effectiveness of governance is difficult to consolidate in the long run. The article analyzes the pain points of operation and maintenance from four dimensions: management, funding, technology, and public participation. It constructs a long-term management system from the aspects of power and responsibility division, funding guarantee, intelligent operation and maintenance, source control, assessment mechanism, and publicity guidance. It is verified with case data to provide useful reference for the normalization and refinement of operation and maintenance of rainwater and sewage separation projects.
